in Great Britain.
A petition for better care for rats in pet shops in South Africa, where rats are still considered pests, and are kept in the most inhumane conditions. One South African wrote, “Most of the time rats are kept in aquariums without food or water. (Snakes don’t mind the dead ones due to starvation!) Pinkies are thrown in a freezer, and you can buy them when they completely frozen.”

just as they are banned in Alberta.
